There is no evidence that the incidence of psychological diagnosis of learning disability is higher amongst the deaf population than it is amongst the general population.

Communication is an essential tool in the process of education and socialisation.

There are several factors which have led to the presumption that there may be a significant number of deaf people who may need additional help and support during their lives.

Some people are born deaf because of illness or trauma during pregnancy (e.g. Rubella), and these circumstances can often lead to other disabilities or difficulties including brain damage and learning disabilities.

Deaf people, especially children, who have a barrier to effective communication, are likely to miss out on much information and understanding, and may appear as having “learning difficulties”.  However, in these circumstances the difficulty is caused by poor communication and education rather than by a lack of intellectual functioning.

Most of the service users within Hayfield are deemed to have some degree of learning difficulty in addition to their deafness.
